Der Referenzrahmen beschreibt die Bedingungen des Lernens und die verschiedenen Kompetenzen, die für erfolgreiches Kommunizieren wichtig sind, und stellt die gemeinsamen Referenzniveaus zur Erfassung des Lernfortschritts vor.

Der Referenzrahmen richtet sich an Lehrer, Fortbilder, Autoren und Curriculumplaner. Er gibt eine Grundlage, um für alle Fremdsprachen die Sprachverwendung zu beschreiben. Er befasst sich mit der Entwicklung von Curricula und diskutiert verschiedene Prüfungsformen. Er wurde im Auftrag des Europarates, Rat für kulturelle Zusammenarbeit, erstellt und vom Goethe-Institut, der Ständigen Konferenz der Kultusminister der Länder in der Bundesrepublik Deutschland (KMK), der Schweizerischen Konferenz der Kantonalen Erziehungsdirektoren (EDK) und dem österreichischen Bundesministerium für Bildung, Wissenschaft und Kultur (BMBWK) herausgegeben. Pseudo-differential operators belong to the most powerful tools in the analysis of partial differential equations.
